Barrow Businesses Vote on Future of Town Centre BID

Businesses across Barrow town centre are currently voting on whether the town’s Business Improvement District (BID) should continue for a further five-year term.
The ballot, which is being conducted by post, will determine whether Barrow BID is renewed beyond its current term, allowing the organisation to continue delivering projects, events, business support initiatives and town centre improvements on behalf of levy-paying businesses.
Eligible businesses have been issued with ballot papers and are being asked to vote on the proposed BID renewal. For the proposal to be successful, it must secure a majority of votes cast as well as a majority of the total rateable value represented by those voting.
Barrow BID was first established in 2016 following a successful ballot and was renewed in 2021. Since its formation, the organisation has led a range of initiatives aimed at supporting businesses, increasing footfall, promoting the town centre and delivering events throughout the year.
The current ballot will determine whether Barrow BID continues its work until 2031, with businesses having the final say on the future direction of the organisation.
The proposed business plan for the third term centres on three priorities: increasing footfall and spend, changing perceptions and creating a more welcoming town centre, and supporting business resilience and growth .
The total projected budget for the five-year period is in excess of £2.5 million . Levy income is forecast at £169,000 per year — approximately £845,000 over the term — with additional income from grants and sponsorship expected to bring the total to around £2.5 million . The levy rate will remain fixed at 1.55 per cent of rateable value, with no annual inflationary increase — a decision the board said was taken "in recognition of current economic challenges" and goes against the national trend of levy increases to match inflation .
The result of the ballot is expected to be announced following the close of voting later this month.
